The legal filing contends that UVU neglected to conduct a proper risk assessment, failed to provide an operational plan or security briefings for surrounding rooftops, and deployed an inadequate number of officers for a large crowd. Furthermore, the family’s attorneys argue that the choice of an outdoor venue left Kirk vulnerable to a rooftop shooter and that critical emergency protocols, such as standby medical staff and designated screening entry points, were absent.
