Key Findings Regarding U.S. Military Actions
  • Minab Elementary School Strike: UN investigators found reasonable grounds to believe U.S. forces carried out an airstrike on the Shajareh Tayyebeh Primary School in the southern Iranian city of Minab. The attack killed more than 150 people, including approximately 120 schoolchildren. The mission determined the facility was a clearly identifiable civilian structure with no evidence of military use, concluding that the failure to properly verify intelligence resulted in an indiscriminate attack amounting to a war crime.

  • Lamerd Sports Facility Strike: The report also examined a strike on a sports complex in Lamerd that killed and injured 22 civilians while damaging nearby residences and a school. The mission concluded this attack was likewise indiscriminate and constituted a war crime. (U.S. Central Command had previously stated it did not launch strikes into Lamerd on that date).

Findings Regarding Iranian Authorities

The report addressed conduct on both sides, finding that Iranian authorities committed crimes against humanity during their violent crackdown on nationwide anti-government unrest that broke out in late December. These abuses included widespread unlawful killings, arbitrary detentions, torture, and enforced disappearances aimed at suppressing civilian dissent.
