A federal judge has struck down a Trump administration order from 2025 that had cut hundreds of millions of dollars in federal funding for teacher-training programs. The U.S. District Judge in Massachusetts ruled that the Department of Education’s directive to abruptly end these grants violated federal law and was arbitrary and capricious.
The challenged cuts had targeted programs like the Teacher Quality Partnership and Supporting Effective Educator Development, which provided roughly $600 million in grants to prepare teachers in critical fields such as math, science, and special education. A coalition of states challenged the administration’s actions, arguing that the sudden termination of funds without proper notice or clear explanation threatened to gut training programs and cause widespread staff layoffs amid a nationwide teacher shortage.
