This news covers a major overhaul of the UK veterinary industry announced by the Competition and Markets Authority (CMA) following an extensive investigation into soaring animal healthcare costs.

Why the Changes Were Introduced

The CMA launched its investigation after finding that pet care costs had risen at nearly double the rate of inflation in a UK veterinary market worth over £6.7 billion. The watchdog discovered that many pet owners were facing opaque pricing, steep markups on medications, and limited awareness of their options.

Key Reforms Announced
  • Price Cap on Written Prescriptions: Fees for written prescriptionspreviously uncapped and often reaching £30 to £40 or morewill be limited to a maximum of £21 for the first medication and £12.50 for each additional medication prescribed during the same consultation.

  • Informing Pet Owners of Cheaper Options: Veterinary practices will be legally required to notify clients that they have the right to request a written prescription and purchase medications from alternative sources, such as licensed online pet pharmacies, where prices are often substantially lower.

  • Upfront Price Transparency: Clinics must publish clear price lists for standard, common procedures (such as general consultations, routine vaccinations, and neutering) online and within their clinics.

  • Advance Written Estimates & Itemised Billing: For any non-emergency treatment expected to cost £500 or more, practices must provide an itemised written estimate before proceeding and follow up with a fully itemised bill.

  • Ownership Disclosures: Large corporate groups now own a significant portion of UK practices. Clinics will be required to disclose clearly whether they are part of a corporate chain or operate independently, preventing consumers from being misled by traditional or local practice names.

  • Price Comparison Tools: Independent comparison tools are being facilitated to help pet owners easily compare prices, ratings, and practice ownership in their local area.

Industry Reaction

The British Veterinary Association (BVA) noted that while transparency helps pet owners make informed choices, veterinary clinics have also faced increasing operational costs, staff shortages, and inflation. The new rules are structured to be phased into legal effect, establishing enforceable standards across both corporate groups and independent practices.
