European Union member states failed to finalize an agreement regarding the removal of sanctions against Russian oligarchs Alisher Usmanov and Mikhail Fridman, leaving negotiations ongoing in Brussels.

Diplomats reported that member countries had previously considered a provisional compromise to take both individuals off the EU blacklist in exchange for securing unanimous backing to extend sanctions on nearly 3,000 other individuals and entities linked to the war in Ukraine.
