Meta announced that it has removed or restricted millions of scam-linked accounts and “shell pages” on Facebook and Instagram as part of an ongoing information-sharing collaboration with the Singapore Police Force (SPF).

The bulk of the enforcement involved 3.64 million so-called “shell pages.” Meta described these as a newer scam vector consisting of empty, harmless-looking pages that had not yet been used for active scams, but were pre-built by bad actors as infrastructure to be activated later for scam campaigns.

This cooperative effort marks a shift from reacting to individual reports to proactively disrupting entire scam networks and dismantling the ecosystems used by bad actors. The joint initiative also targeted various investment and e-commerce scams that used misleading pricing, fake promotions, and urgency tactics to deceive users.
