The Congress party has accused Chief Election Commissioner (CEC) Gyanesh Kumar of making illegal and unconstitutional changes to Form 6, urging the Supreme Court to take suo motu cognisance and demanding his resignation.

According to Congress general secretary Jairam Ramesh, the controversy centers around a mandatory new section added to the online Form 6 that requires applicants to state whether their parents or grandparents were included in the previous Special Intensive Revision (SIR), which the party claims creates a barrier for first-time Gen Z voters.

The Congress party listed three primary violations regarding the amendment:

  1. Stealthy Change: The online form was allegedly altered in early July 2026 without any official notification.

  2. Executive Overreach: Under the Representation of the People Act, 1950, only the Union Government holds the power to amend Form 6, making the Election Commission’s action an overreach.

  3. Absence of Rule Amendments: The form was altered without making any amendments to the Registration of Electors Rules, 1960, a process that requires Union Government action and proper intimation to Parliament.

Additionally, Ramesh claimed that the other two election commissioners had suggested reversing the change to ease registration for young voters, and reiterated opposition leader Rahul Gandhi’s call for Kumar to step down. Meanwhile, poll panel functionaries defended the process, stating that the declaration was implemented through instructions rather than an official amendment to the form itself, and noted that millions of young electors have been added since the SIR exercise began.
