The Congress party has accused Chief Election Commissioner (CEC) Gyanesh Kumar of knowingly breaking the law and constitutional practices by unilaterally altering Form 6, which is used for voter registration.
Congress general secretary Jairam Ramesh outlined three primary violations:
The online form was altered in early July without any official notification.
The Election Commission does not have the legal authority to amend Form 6, as that power rests solely with the Union Government under the Representation of the People Act, 1950.
The change was made without any amendment to the governing rules under the Registration of Electors Rules, 1960, which requires proper intimation to Parliament.
The controversy centers on a new mandatory section added to the form requiring applicants to provide details or declarations regarding whether their parents or grandparents were included in previous Special Intensive Revision (SIR) exercises. The opposition argues this creates an unnecessary barrier for first-time and Gen Z voters.
Echoing a demand by Lok Sabha Leader of the Opposition Rahul Gandhi, the Congress stated that the CEC’s continued tenure is an affront to the nation and urged him to resign. Furthermore, the party has called on the Supreme Court to take suo motu cognisance of the matter and hold the CEC accountable.
