Peoples Conference chairman and MLA Handwara, Sajad Gani Lone, has formally written to the Jammu and Kashmir Assembly Secretariat after receiving no communication regarding his resolution seeking a discussion on the alleged rigging of the 1987 Assembly elections.
Key points from the report:
Two Resolutions Submitted: Lone stated that he had submitted two separate resolutions for the upcoming session: one addressing the recent power tariff hike and another concerning the 1987 elections.
Selective Communication: While the Assembly Secretariat informed him that the resolution against the power tariff hike had been admitted, he received no official update or status regarding the resolution on the 1987 election rigging.
Criticism of the Secretariat: Lone criticized the Assembly Secretariat, stating that the House cannot act “like a post office that sends convenient letters but hides the inconvenient ones” or function as a “pro-government courier agency.” He emphasized that the Secretariat is the custodian of the rights of all legislators.
Violation of Assembly Rules: Citing Rule 179 of the Rules of Procedure and Conduct of Business in the House, Lone pointed out that it mandates the Secretary to intimate members whether a resolution has been admitted, disallowed, or admitted as amended. He stated that the explicit use of the word “shall” makes communicating the decision compulsory, and withholding this information constitutes a breach of the rules.
